RHEL Engineering is moving the tracking of its product development work on RHEL 6 through RHEL 9 to Red Hat Jira (issues.redhat.com). Individual Bugzilla bugs in the statuses "NEW", "ASSIGNED", and "POST" are being migrated throughout September 2023. Bugs of Red Hat partners with an assigned Engineering Partner Manager (EPM) are migrated in late September as per pre-agreed dates. Bugs against components "kernel", "kernel-rt", and "kpatch" are only migrated if still in "NEW" or "ASSIGNED". If you cannot log in to RH Jira, please consult article #7032570. That failing, please send an e-mail to the RH Jira admins at rh-issues@redhat.com to troubleshoot your issue as a user management inquiry. The email creates a ServiceNow ticket with Red Hat. Individual Bugzilla bugs that are migrated will be moved to status "CLOSED", resolution "MIGRATED", and set with "MigratedToJIRA" in "Keywords". The link to the successor Jira issue will be found under "Links", have a little "two-footprint" icon next to it, and direct you to the "RHEL project" in Red Hat Jira (issue links are of type "https://issues.redhat.com/browse/RHEL-XXXX", where "X" is a digit). This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.

We explicitly excluded virt-convert from rhel7, but it seems to be shipped in rhel8 virt-install RPM. We should exclude it in RHEL8 too so we aren't on the hook to support it, it sees virtually no upstream development and medium term I think we should consider removing it from upstream virt-manager git

I added some spec file plumbing upstream that will make this easier to disable for rhel:

I can reproduce it with package:
virt-install-2.0.0-5.el8.noarch

Steps:
# rpm -ql virt-install |grep "/usr/bin"
/usr/bin/virt-clone
/usr/bin/virt-convert
/usr/bin/virt-install
/usr/bin/virt-xml

Result: virt-convert command is existing.

Then try to verify it with new build:
virt-install-2.2.0-2.el8.noarch
virt-manager-2.2.0-2.el8.noarch
libvirt-4.5.0-24.module+el8.1.0+3205+41ff0a42.x86_64
qemu-kvm-2.12.0-77.module+el8.1.0+3382+49219945.x86_64

Steps:
# rpm -ql virt-install |grep "/usr/bin"
/usr/bin/virt-clone
/usr/bin/virt-install
/usr/bin/virt-xml

Result: virt-convert is not existing here.

What's more, I always check usage for virt-convert as before, but it shows command not found.
# man virt-convert
No manual entry for virt-convert

# virt-convert --help
-bash: virt-convert: command not found

So I move this bug from ON_QA to VERIFIED.
