This bug appears to have been reported against 'rawhide' during the Fedora 31 development cycle.
Changing version to 31.

If this Change will not be ready for Fedora 31, please set the version to rawhide.
rpm 4.15.0-rc1 unfortunately just missed the beta freeze but has been submitted into updates as of August 28th.
The final version can be expected to be equal or very close to rc1 so we are code complete, and the final version is expected to land around the time of beta release, ie well before the final freeze.
Proposed as a Freeze Exception for 31-beta by Fedora user bcotton using the blocker tracking app because:
This package is part of an accepted F31 change and given its importance to managing packages, it would be better to get it into the beta composes to maximize testing time.
Discussed during the 2019-09-03 blocker review meeting: 
The decision to classify this bug as an "AcceptedFreezeException" was made as this is obviously a major and potentially disruptive change, but we're willing to accept it as a) it's a Change, b) it's still quite early in Beta freeze and c) the update was submitted before the initial freeze date (but after the suddenly-changed one).

rpm-4.15.0-0.rc1.1.fc31 has been pushed to the Fedora 31 stable repository. If problems still persist, please make note of it in this bug report.
