Description of problem:
Manila UI appears broken and is missing in Horizon

How reproducible:
100% 

Steps to Reproduce:
1. Deploy Manila running OSP13. The latest (as of this bug) tripleo-heat-templates build openstack-tripleo-heat-templates-8.3.1-40.el7ost can be used to reproduce this bug. See build page [1] to see the last commits captured in this build.
2. On OpenStack Horizon; look for the Shares tab under Project > Compute.

Actual results:
The Shares tab does not exist in the manila-ui

Expected results:
Expect Shares tab under Project > Compute

This issue only affected the upstream project, and has been fixed via https://review.opendev.org/664636
