This is a fundational RFE for tracking effort on related upstream spec https://review.opendev.org/#/c/662191

Basically, we have multiple RFEs that are related and where upstream community asks us to have NUMA topology in Placement.

To be clear, this RFE intends to address the effort of describing a compute node NUMA architecture as inventories of resource providers being populated in Placement.

The according spec is https://review.opendev.org/#/c/552924/ and needs a serious refresh.
