Description of problem:
After adding the epel-7 repository in a recent RHEL 8.1.0 compose (from Beaker), subsequent 'simple' commands fail with the following error message:

Steps to Reproduce:
1. dnf install -y https://dl.fedoraproject.org/pub/epel/epel-release-latest-7.noarch.rpm
2. dnf update (for example)
That should just work as it did before IMO
