Description of problem:
If duplicate roles exist in DB, upgrade fails with error Validation failed: Name has already been taken at db:migrate stage.

which explains this problem in details.

To resolve this, it would be good to have pre-upgrade check in Foreman Maintain
which warn user for duplicate roles and offer a procedure to delete roles, which are not used by any user/usergroup.

Moving this bug to POST for triage into Satellite 6 since the upstream issue https://projects.theforeman.org/issues/27253 has been resolved.

The issue was only observed for Satellite 6.3 to Satellite 6.4 upgrade
and the FM check added to solve this issue will only work on Satellite < 6.5.

So this check won't run on Satellite 6.7.
