Description of problem:
We need to run the Collectd and Fluentd/Rsyslog configuration script,configure_ovirt_machines_for_metrics.sh on engine upgrade.

This is required to be able to update configurations on the engine and hosts.

How reproducible:


Steps to Reproduce:
1. Configure engine and hosts for metrics
2. Upgrade engine and check that the configure_ovirt_machines_for_metrics.sh was run as part of it.
3.

Actual results:
No changes made to Collectd, Fluentd/Rsyslog.

Expected results:
Configuration should be updated after engine update.
