provide a method for enabling systemd socket after boot.

this issue  can be tested by:

- deploying hosted engine using ovirt-hosted-engine-setup
   https://bugzilla.redhat.com/show_bug.cgi?id=1704282
- performing a reboot to the host.
- accessing cockpit ui:
  http://<hosted-engine>:9090/
