Description of problem:
When you start HE VM as paused, there is no way to start it from there other than poweroff and regular start, thus making start as paused irrelevant.

How reproducible:
always

Steps to Reproduce:
1. hosted-engine --vm-poweroff
2. hosted-engine --vm-start-paused
3. hosted-engine --vm-start

Actual results:
VM exists and its status is Paused

Expected results:
HE VM is started (or remove the option and documentation/help for it)

Regressions have to be fixed in next version, retargeting to 4.4.0.
