error message is a mess

Description of problem:
On Cluster Setting Overview page, it'll shows up message error message when user save without any change.

Version-Release number of selected component (if applicable):
Built on latest Console code commit: 94a3276f162b2869c74aed2788cc250eb1b6ee68

How reproducible:
Always

Steps to Reproduce:
1. Cluster-admin user browse to Cluster Setting Overview page, choose a Channel and save.
2. Click to select channel again, don't modify anything, then click Save.
3.

Actual results:
A big messag box displays and it displays message message in the box.
(refer to the screenshot)

Expected results:
Should be saves
 directly without any error.
