Description of problem:
site-container.yml failing at handler to restart osd daemons - [ceph-handler : restart ceph osds daemon(s) - container]] saying "exec failed: container_linux.go:336: starting container process caused "exec: \"c307f894da24\": executable file not found in $PATH""

ceph-ansible-4.0.0-0.1.rc9.el8cp.noarch

How reproducible:
Always (2/2)

Steps to Reproduce:
1.initiate the cluster, rerun site-conainer.yml

Actual results:
site-container.yml is failing at handler restart osd daemons

Expected results:
site-container.yml must not fail and complete playbook

IMP : This issue can be observed when playbook is initiated second time once the cluster is up and running.
