Description of problem:

Package python-setuptools-17.1.1-4.el7 on OCP3.10 repos does not provide python2-setuptools while default RHEL7 python-setuptools-0.9.8-7 does. This breaks compatibility with some external repos that expect a python-setuptools package that provides python2-setuptools.

Version-Release number of the following components:

rpm -q python-setuptools
python-setuptools-17.1.1-4.el7.noarch

How reproducible:

Always with 3.10 repos.

Steps to Reproduce:
1. Try to install a package that depends on python2-setup tools.

Actual results:

rpm -q --provides python-setuptools
python-distribute = 17.1.1-4.el7
python-setuptools = 17.1.1-4.el7

Expected results:

"rpm -q --provides python-setuptools" should show that python2-setuptools is provided

OCP 3.6-3.10 is no longer on full support [1]. Marking un-triaged bugs CLOSED DEFERRED. If you have a customer case with a support exception or have reproduced on 3.11+, please reopen and include those details. When reopening, please set the Version to the appropriate version where reproduced.
