The gnome-tweaks.spec has this:

   Provides:    gnome-tweak-tool = %{version}.%{release}
   Obsoletes:   gnome-tweak-tool < 3.27.3-4

There's a typo in the Provides, it should not be a dot (.), but a dash (-).
