Description of problem:
Package dynaplugz fails to build from source in Fedora rawhide with an error:

+ /usr/sbin/hardlink -cv /builddir/build/BUILDROOT/dynaplugz-0.0.0.0-0.10.git20160309.597ce9f.fc31.x86_64/usr/share/doc/libdynaplugz
/var/tmp/rpm-tmp.OgVN1t: line 63: /usr/sbin/hardlink: No such file or directory
error: Bad exit status from /var/tmp/rpm-tmp.OgVN1t (%install)

It is caused, because hardlink was merged to unix-linux and the path changed from 
/usr/sbin/hardlink
to
/usr/bin/hardlink

Version-Release number of selected component (if applicable):
0.0.0.0-0.10.git20160309.597ce9f.fc30

Steps to Reproduce:
koji build --scratch f31 dynaplugz-0.0.0.0-0.10.git20160309.597ce9f.fc30.src.rpm

This bug appears to have been reported against 'rawhide' during the Fedora 31 development cycle.
Changing version to '31'.
