Previously, the Compute service diagnostics command returned `IndexError` on compute instances that used VFIO interfaces. This patch resolves that issue by retrieving interface data directly from the guest's XML definition.

According to our records, this should be resolved by openstack-nova-18.2.1-0.20190509150817.8e130e2.el7ost.  This build is available now.
