What about el8 ?

There is no reason not to have an epel8 updates when there is already an epel8 packages. This argument don't hold. You don't test s390x, but still provide packages, same for ppc64le and I won't be surprised that not all fedora releases was tested on each arches. Instead, we all make assumptions once a given upstream version is tested. This is normal. Now if you really want to test RHEL8, there is no barrier: https://developers.redhat.com/blog/2016/03/31/no-cost-rhel-developer-subscription-now-available/
