This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.
If you can't access 2.17-292.el7 versions of all the glibc package/subpackages then there is either a repo configuration error or your content delivery network, or proxy, is not up to date, and therefore you do not have correctly configured access to the rhel-7.7 beta.
If you are only seeing 2.17-260.el7_6.6 versions then you have access to rhel-7.6.z, but not anything newer, this is still a configuration error if you are trying to install rhel-7.7 beta.
It's unclear how you got a -292 install on your system, or even a reference to it since the configuration doesn't seem to be correctly setup.
Please work on fixing your repository, or the configuration error with your system. This issue is not related to glibc. I'll leave this open for a few more days before closing to allow you time to review.
Update on this issue - I have had wrong repos, after fix on my side the installation of the glibc-devel using "yum -y install glibc-devel" command is now successful. I have found, that I am not able to close this issue, probably only people from glibc team can close this bug. I have written an email to "glibc-bugzilla" with a request to close this bug.
