Right now grub2-install enforces the installation to the PReP partition. But with the introduction of the native PowerNV support in the installer via bug 1303219 this requirement should be loosened to "any partition". Ideally we should not install any grub binaries on PowerNV systems, because they are not used in any way, the bootloader from the firmware (petitboot) is interested in the config only.
I think we don't need changing grub for the bare-metal case. I've updated the installer to skip installing grub binaries in https://github.com/rhinstaller/anaconda/pull/2025/commits/9e620fa3369155587119e769cf049545ee2b53a5, only the config is written.
