That failing, please send an e-mail to the RH Jira admins at rh-issues@redhat.com to troubleshoot your issue as a user management inquiry. The email creates a ServiceNow ticket with Red Hat. Individual Bugzilla bugs that are migrated will be moved to status "CLOSED", resolution "MIGRATED", and set with "MigratedToJIRA" in "Keywords". The link to the successor Jira issue will be found under "Links", have a little "two-footprint" icon next to it, and direct you to the "RHEL project" in Red Hat Jira (issue links are of type "https://issues.redhat.com/browse/RHEL-XXXX", where "X" is a digit). This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.

Output of command with libssh debug output
Description of problem:
In FIPS mode, downloading the file via scp does not work, see more details below.

Steps to Reproduce:
1. Enabled FIPS mode
# fips-mode-setup --enable && reboot
2. Create test user
# useradd -m curltestuser
3. Generate test file
# su - curltestuser -c 'dd if=/dev/zero of=testfile bs=1M count=200'
4. Generate ssh key
# ssh-keygen -b 2048 -t rsa-sha2-512 -f /root/.ssh/id_rsa -N ''
5. Authorize key for test user
# mkdir /home/curltestuser/.ssh
# cat /root/.ssh/id_rsa.pub > /home/curltestuser/.ssh/authorized_keys
# chown -R curltestuser.curltestuser /home/curltestuser/.ssh/
6. Download file via scp
# curl -o ./scp_file -u curltestuser: --key /root/.ssh/id_rsa $PUBKEY_PARAM $OPTIONS scp://localhost/home/curltestuser/testfile

Additional info:
* When FIPS mode is disabled or DEFAULT crypto-policy is used, everything works just fine.
* Output of (6) with the highest libssh log level is attached and suggest that the problem is not in libssh.
* ssh curltestuser@localhost works flawlessly
Command fails the same wait event with empty known_hosts. BTW: I am generating known_hosts content as follows: ssh-keyscan localhost >>/root/.ssh/known_hosts
This looks like a regression of bug #1638790. If I comment out the line `HostKey /etc/ssh/ssh_host_rsa_key` in /etc/ssh/sshd_config , curl connects successfully.

resolved in a recent advisory, it has been closed with a
resolution of ERRATA.
