With systemd and cgroups v2 and delegation policy [1] applications should
not enable any controllers that are not supported by systemd.

The cpuset controller is used by libvirt for cpu and memory pinning especially
for large NUMA hosts.  Without cpuset controller management applications like
oVirt cannot pin VMs to specific NUMA nodes.  This will cause a regression in
functionality compared to cgroups v1 where applications can handle controllers
that are not supported by systemd.
