cabal-rpm-0.13.3.tar.gz contains two files in man/ directory: cabal-rpm.1 cabal-rpm.1.md The first file is empty, the second file is markdown source to be converted to man page format. However, I see no instructions in the cabal-rpm.spec to do such conversion. spec file just uses empty cabal-rpm.1. Looks like cabal-rpm.spec is generated from cabal-rpm.cabal. However, I am not familiar with haskel and cabal to investigate the problem further.
