Bad graph for the metrics with extremely large value

Description of problem:
login cluster console as admin and run queries from Query Browser, eg
cluster_version{type="current"} value is 1561933248

the graph line is in the bottom which is not good

much better now, but search cluster_version{type="current"}
the line is in the top,and the Y-axis does not have value in the left top

I think we should refer to graph from Prometheus, the line is in the middle of the graph.
so move it back to Assigned
