podman/libpod is preferred container manager on rhel-8.

Tries to install docker on rhel-8.0.


Expected results:
Do not try to install (actual) docker on rhel,
matbe using libpod podman .

The overcloud image does not contains either docker or podman-docker.

It has podman.

No repo configured on the overcloud nodes . In this job it was intended. 
The overcloud image has to have all required package by our current rules.
