I can reproduce this bug and verify the fix in openshift3/ose-ansible:v3.11.135

Although this bug is fixed. You still need to overcome https://bugzilla.redhat.com/show_bug.cgi?id=1738758 . and you may need to overcome https://bugzilla.redhat.com/show_bug.cgi?id=1738766. 
For BZ1738758, the workaround is to correct nodeSelector logging-es-ops the deploymentconfig while the logging-es pod is starting.
For BZ1738766, the workaround is rolling restart logging-es-ops pod manully after upgrade. https://docs.openshift.com/container-platform/3.11/install_config/aggregate_logging.html#manual-elasticsearch-rollouts
