The Octavia Ansible playbook in tripleo-common appears to restart Octavia containers regardless if there are configuration changes. This has a negative impact as it can kill Octavia services (worker, health manager and/or housekeeping) in the middle on flows leaving LB resources stuck on PENDING_* statuses. One way that this can happen is by running a deployment stack update.

According to our records, this should be resolved by openstack-octavia-5.0.3-0.20200725114653.68c0285.el7ost.  This build is available now.
