Sadly, this is on purpose. We are getting to a point when we are running out of address space (i.e. 3GB on 32-bit arches) when compiling Ceph. Also, we are talking single threaded compilation. It was not possible to use multiple threads to compile Ceph for quite a while. Upstream has dropped the support for 32-bit arches a long time ago.
