Description of problem:


Version-Release number of selected component (if applicable):
Version 5.10.7.0.20190709151852_68f0bf9


How reproducible:
100%

Steps to Reproduce:
1. Add a heat template (Service - Orchestration template- heat template - Add)
2. Create a service dialog from that template (Service - Orchestration - select  template - create dialog)

3. Create a catalog item for type "Orchestration". Provider "RHOS7-GA" selected 
4. Select template and dialog created above
5. Order service catalog.
6. Go to My service -> Go to the service details page


Actual results:
VM attached with active service(Orchestration) is not displayed in service details page.
When I reconfigure the service than it display the service

Expected results:
Attached VM with active service should displayed

Seems something is wrong with refresh which did not add new VMs/parameters/outputs into VMDB. 
A manual refresh would update those items and display new VMs in service page.

Forward BZ to provider team.

Looks like an issue with the event catcher which would prevent automated targeted refreshes from happening.

PR with fix was merged to master - https://github.com/ManageIQ/manageiq-providers-openstack/pull/534 - needs to be backported.
