Patch for dist-git

Sync rpmrc with what we have in Fedora/RISCV. The changes are already in for the last ~14 months.

Patch is attached.

Since this change appears only to affect riscv64 and there is at low risk (IMO) of
breaking anything else, I have pushed it.
