Description of problem:
When there are ansible repos in remote region, global region appliance displays them. however, when I try to create Catalog Item in global region, those repos are absent in ansible repo dropdown.

Version-Release number of selected component (if applicable):
5.10.7

How reproducible:
100%

Steps to Reproduce:
1. set up one appliance in global region and second one in remote region
2. add subscription from global region to remote one
3. enable embedded ansible in both appliances
4. add a new ansible repo with some playbooks to remote region appliance
5. open Automation->Ansible->Repositories in global region appliance
and make sure that remote repo is displayed
6. open Services->Catalogs and create new catalog
7. choose Configuration->Add Catalog Item
8. then choose Ansible Playbook item type
9. Open Reposition dropdown in Provisioning tab of global region appliance

Actual results:
only CFME Default Repo is in dropdown

Expected results:
It should be possible to create catalog items using remote region ansible repos

Creation of Catalog Items in Global Region is not supported...

Catalot Item creation is not supported at Global Region level.. just remote region
