How reproducible: 100%

Steps to Reproduce:
1. Attempt to deploy overcloud

Actual results: Failure to deploy:

2019-07-12 17:15:43.475 | fatal: [compute-0]: FAILED! => {"msg": "An unhandled exception occurred while running the lookup plugin 'dict'. Error was a <class 'ansible.errors.AnsibleError'>, original message: with_dict expects a dict"}
