Description of problem:

Since the GUI has been removed we don't have a strong need for Mistral in the undercloud. To simplify tripleo we should then remove Mistral and replace the Mistral workflows with Python and/or Ansible playbooks.

Phase 3 regressions don't show any failures due to mistral removal.
