Description of problem:
login cluster console as cluster-admin, and click "Monitoring -> Query Browser" to Query Browser default page, see the attached picture, there is not query-input textarea under the metrics dropdown list

tested,  there is query-input textarea under the metrics dropdown list
# oc get clusterversion
