Description of problem:
When deploying kubefed operator from the web console, the description should be about kubefed operator, such as how to deploy a cluster scoped or namespace scoped kubefed, and how to install webhook controller?

How reproducible:
100%


Steps to Reproduce:
1. Log into OCP web console with kubeadmin user
2. Create a namespace federation-system (Home->Projects->Create Project)
3. Install kubefed operator from OperatorHub(Operators->OperatorHub)

Actual results:
Now, the description is about kubefed, not about kubefed-operator. So, after the kubefed operator is deployed successfully, the administrator does not know how to install kubefed controller manager and webhook controller.

Expected results:
The descirption can include some info, such as how to deploy a cluster scoped or namespace scoped kubefed, and how to install webhook controller?

This bug depends on the bug 1735524, once the bug 1735524 is fixed, will start to verify this issue.
