Description of problem:

Documentation for Octavia should mention to use customer specific CA certificates

Please refer to https://bugzilla.redhat.com/show_bug.cgi?id=1645536 for more information

If customer uses default configuration, certificates are regenerated in every deploy command making existing loadbalancers in invalid state.

Actual results:
Documentation doesn't specify recommending customer specific certificates.

Expected results:

Documentation must specify recommending customer to use their own certificates instead of tripleo generated one's.
