Problem solved by installing `libsane-hpaio`. For convenience, I suggest this package be added as a dependency of `hplip`. Without it, all-in-one printers will not have scanner support. I forgot to mention that I'm running Fedora MATE-Compiz. I tried the LXQt and Xfce Spins too. It's the same there. On Fedora Workstation, however, the scanner works out of the box. It should be the same for the Spins, I believe.
