Description of problem:
Package python-sphinxcontrib-websupport fails to build from source in Fedora rawhide.

Version-Release number of selected component (if applicable):

Steps to Reproduce:
koji build --scratch f31 python-sphinxcontrib-websupport-1.1.2-1.fc31.src.rpm
