Description of problem:

For release-openshift-origin-installer-e2e-aws-4.2 at https://prow.svc.ci.openshift.org/view/gcs/origin-ci-test/logs/release-openshift-origin-installer-e2e-aws-4.2/2630 I see test failures RE: TLS handshake timeout

Additional "tls: internal error" occurring at https://prow.svc.ci.openshift.org/view/gcs/origin-ci-test/logs/release-openshift-origin-installer-e2e-aws-4.2/2637

The kube-apiserver logs we have do not include the time 15:52 where the issues were seen. This is impossible to diagnose post-mortem.
