Description of problem:
Post installation of latest (2019-07-30) compose of Silverblue, g-i-s doesn't gets launched. Thereby, cannot create user.

gnome-initial-setup-3.33.4-2.fc31


How reproducible:
Always


Steps to Reproduce:
1. Select preferred language for Fedora Silverblue installation
2. Hit 'Reboot', when installation completes


Actual results:
g-i-s doens't gets launched


Expected results:
g-i-s get's launched


Additional info:
However, post reset root password, g-i-s worked & user gets created

This bug appears to have been reported against 'rawhide' during the Fedora 31 development cycle.
Changing version to 31.
