libmemcached failed to build from source in Fedora rawhide/f31

Please fix libmemcached at your earliest convenience and set the bug's status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,
libmemcached will be orphaned. Before branching of Fedora 32,
libmemcached will be retired, if it still fails to build.

Hi,
I investigated the logs and found out that the build failed because python-sphinx dependency could not be satisfied. Now the sphinx is again present so simple rebuild will fix this.
