trellis fails to build with Python 3.8.0b3.

This bug appears to have been reported against 'rawhide' during the Fedora 31 development cycle.
Changing version to '31'.

this is fixed in rawhide (per comment #2) so I'm closing it. There are f30 and f29 builds still percolating through bodhi testing, but they're not strictly linked to this bug...
