$ mock -r fedora-rawhide-x86_64 init
$ mock -r fedora-rawhide-x86_64 install python2-policycoreutils
Problem: conflicting requests
 - nothing provides python2-setools >= 4.1.1 needed by python2-policycoreutils-2.9-2.fc31.noarch

I see a fix is ready at https://src.fedoraproject.org/rpms/policycoreutils/pull-request/12 - opening this to track the installation failure.

This bug appears to have been reported against 'rawhide' during the Fedora 31 development cycle.
Changing version to '31'.
