Description of problem:
For https://bugzilla.redhat.com/show_bug.cgi?id=1731550, pull image failed with x509 error when enable fips on rhcos node server

This bug will only track OCP with fips enabled issue, the origin bug, https://bugzilla.redhat.com/show_bug.cgi?id=1731370
