Description of problem:

When configuring multisite using the playbook [1], existing RGW users are deleted.

Steps to Reproduce:
------------------
1) create user
2) see user in 'radosgw-admin user list'
3) configure cluster for multisite using playbook
4) radosgw-admin user list



Actual results:
--------------
Only the synchronization-user created by the playbook is present



Expected results:
----------------
The synchronization-user added to the existing user list
