Description of problem:
when installing fedora core 4 with Russian language specified as language for installation it is impossible to create a user due to the fact that there is no switching method to change cyrillic keyboard layout to latin - снк letters are not accepted in login names!!!
so the only way is to finish installation with the root user only and to create user later.
It can be good idea to make switcher available during the installation process or to force latin keyboard layout in the user login field.

Steps to Reproduce:
1.start installation process
2.choose russian languages both for installation and as a system language plus a win keyboard
3.try to enter user login in the proper field...
  

Actual Results:  shift + shift which is the cyr - latin switcher is not working
so it is impossible to set a user name (cyr letters are not acceptable)

This bug has been fixed in the current devel tree of firstboot
