Description of problem:
Customers are looking to use the upmap feature as a way to rebalance their clusters and also for cluster expansions to be less painful.
We currently do not test the upmap feature outside of the ceph-mgr balancer and this would be required to support use of upmap for manual migrations of PG's to other OSD's.
