Description of problem:
duplicated templates shows when  selecting all-projects project selector

Version-Release number of selected component (if applicable):
4.2.0-0.nightly-2019-08-15-205330

How reproducible:
Always

Steps to Reproduce:
1. goto Developer Catalog page, select 'all projects' on projects selection dropdown with cluster-admin
2. check templates 
3. check 'TYPE' checkbox on the left

Actual results:,
2. duplicated templates shows, such as 'JBoss A-MQ 6.3 (no SSL)','.NET Core Example' etc. It only has 92 templates when select one project.
3. The filter does not work well when select all projects.

Expected results:
Should list the right templates and checkbox works well

The total num of template is right when user select all-projects
