Description of problem:
Several of my packages depend on txt2man for manpage generation.

+1 for this---I maintain the mlpack package and it too uses txt2man to generate manpages.  If there's any way I can help just let me know; I'm currently blocked on mlpack for EPEL8 by this.  Thanks!
