We are aware fo that. It is a capacity problem unfortunately. If you'd like to update to the latest 16.x, please send a PR. For 20.x, we need to first figure out how everything works and how to make it work with Fedora packaged wheels. It is on my TODO list, however so it one thousand other things. Recently we have been swamped by glibc, gcc and kernel bugs preventing us form building almost any Python interpreter package we have. So, now we block everything on it, waiting for the fix, so we can update setuptools first: https://src.fedoraproject.org/rpms/python-setuptools/pull-request/31 Upgrading pip and virtualenv is next on the agenda.
FTR I'm now working on updating to 16.7.9 incl. https://github.com/pypa/virtualenv/pull/1651 and we will keep the legacy branch maintained ourselves, for the sake of Fedora 31 and 32.

This file will need some patching: https://github.com/pypa/virtualenv/blob/20.0.8/src/virtualenv/seed/embed/wheels/acquire.py - whipe out (change to Nones) the BUNDLE_SUPPORT dict from ../__init__.py and delete the bundled wheels - load wheels from /usr/lib(64)?/python{}.{}/ensurepip/_bundled/ by default if present - load wheels from /usr/share/pyton-wheels/ by default if present - adapt the pip_wheel_env_run contextmanager to use the pip from /usr/lib(64)?/python{}.{}/ensurepip/_bundled/ (preferred) or /usr/share/pyton-wheels/ Than see what breaks. Later, we might work with upstream to support loading wheels from ensurepip, I think they might agree to that - and our patch might get smaller. Talk to me if you'd like to be mentored on this.
