Description of problem:
The RHEL installation guide[1] should either be add or refer the Ceph Dashboard installation in this guide.

The reason being the installation guide has a mention on the upgrade
 in the section '4.2. Upgrading Red Hat Ceph Storage Dashboard' but doesnot have installation of Ceph Storage Dashboard mentioned. 

Currently the Ceph Dashboard installation is in the Administration guide [2].
