Description of problem:
When there are no Virtual Machines present in a project, list view of Virtual Machines displays 'Not Found', which is inconsistent and 'No Virtual Machines Found' should be displayed instead.

Steps to Reproduce:
1. have no VMs in a project/namespace
2. navigate to Virtual Machines
3.

Actual results:
'Not Found'
